Israel and Judah

In the early part of Jeremiah 50 (see verses 1-5) it talks about the defeat of Babylon and how "the people of Israel and the people of Judah together will go in tears to seek the LORD their God." So is this saying the Israelites who were captured by the Assyrians will join those from Judah who were captured by the Babylonians in returning to Jerusalem? "Israel and...Judah together" is actually a reference to believers seeking the Messianic kingdom.
