The Concordia Self-Study Bible and the People's Bible both see 2 Chronicles 35:21-22, where the Egyptian king Neco says God is directing him, as truly God's hand. However the Kretzmann commentary interprets Neco's reference as meaning his own gods. Because the chronicler says of Josiah in verse 22, "He would not listen to what Neco said at God's command," I tend to agree with the former commentaries.
Verse 22 also makes it sound like Josiah was disobeying God, and the People's Bible commentary says part of the problem was Josiah's use of political action (some think Josiah may have stepped in due to a pro-Babylonian alliance political movement in the country) to stop the inevitable destruction of Jerusalem that God had predicted through Huldah the prophetess.
