In Stephen's speech to the Sanhedrin he mentions angels several times (Acts 7:30, 35, 38, and 53). It helps to understand this background information shared in the Concordia Self-Study Bible: "According to Jewish interpretation at that time, the law was given to Moses by angel mediation--after the manner of the original call of Moses (see Exodus 3:2)." This angel was the "Angel of the Lord," God himself, as discussed in a post earlier this year.
Speaking of . . . for all his talk of angels God also blessed Stephen with authority as he spoke by giving him the "face of an angel." The commentaries take this to mean that God gave his face a supernatural brightness like that of an angel.
